Joan has lived on the estate since 1971 and has seen many changes in that time.  She was a Three Rivers councillor between 1982 and 1998.  She is a member of the Scutiny Panel at Thrive Homes and works with Thrive to ensure that South Oxhey tenants' views are represented. Joan is also represents South Oxhey on Herts County Council.
